spell not allowed in this world

Ok i made a spell for a skill i am plannin on adding to my world when i get to it and added it into the spell ini.  I can learn the spell but it gives me this message of   this spell is not enabled on this world. how do u enable a spell?

without giving us a clue as to how you have "coded" your spell we really cant help too much im afraid..try posting it on here so we can look and see what if anything you've done wrong
