Where in hell is the ammo shopkeeper?

In town where you start, I went to ammo shop but the ammo shopkeeper was gone!
I'm sure it was there before.
(Plus I need some ammo)

Not a big Arc player or RPGwo at all anymore but either it's been remove/misplaced or was never there and your mixing it up with something else. Should be one though, otherwise if you dont have the skills to make your own your stuck buying from players.  
Global on the server and you'll prolly get a better answer
